PAL and NTSC are video formats. Disk Utility deals with disks and images, not video! It can only burn an image as what it is. Basically Disk Utility just sees data, it does not know what the data is. You need something to transcode the NTSC to PAL and then burn the output of that.
No idea, I've never looked into doing it. I'd look on Version Tracker or similar. If you simply have a bit-for-bit rip of the DVD you will need to get the video out of the DVD format first then transcode it.
