My parents got a new 2018 Mac Mini and it doesn't seem to be scaling properly.

I reset the monitor and it worked perfectly with a Windows 10 computer. I also hooked up the mini to multiple other monitors and everything looked good.

Any thoughts? The monitor is old, but I would them to be able to use it.

Try using a non-HDMI connection, I get the impression this may be limiting your options, based on recent experience with another monitor and a new Mac mini set up for friends over Christmas.

Why don't you tell us about the monitor itself?
What is its native resolution?
What connections are available on the back?
Do the display's menus offer any choices for underscan or overscan?

In the pics above, I see "1080p".
I'm going to -guess- that it's a 1080p display (i.e., 1920 x 1080), and that what you're seeing is what you're supposed to be seeing...

EDIT:
You're connecting via HDMI, is this correct?
Does the display have any other inputs?

The Displays pref title line shows it as an HP 2509, so assuming it is an HP 2509m, then you have what the display is capable of doing, 1080p, or 1920 x 1080
Change the display resolution to "Default for display"
If you still have overscan issues, check the various built-in display settings. Should be an on-screen menu that you can bring up on the display screen, using buttons on the display itself. Try all the various options that you might have to see what makes a difference in the screen appearance.

It is HP 2909m.

We have it set to 1080P.

I looked into the monitor menu and overscan was grayed out. I couldn’t change it.

I’m getting a DVI to hdmi cable on Saturday. Hopefully that fixes it. I’ve been using hdmi to hdmi cable.
 
Try going to the "Image Control" settings in the on-screen menu (on the monitor, not the computer), and change the "Custom Scaling" to whatever the other setting might be. Save the setting, then cycle the power off, then back on.
Then, on the computer (your Mac), System Preferences/Displays. Change the Resolution setting on that pane to "Default for display". Should be exactly the same on the monitor itself, but may get your screen edges under control (maybe :cool: )

What inputs are on the back of the display?
If you have DVI, seems to me you want a USB-c to DVI cable/adapter...
 
The Displays screen from the OP shows it as an HP 2509.
The OP says it is an HP 2909m, but searching results in nothing with that model number, so could assume that the screenshot is close to correct).
The HP 2509m has DVI-D, HDMI, and VGA inputs.

Well, not exactly. The screenshot says HP 2509, not HP 2509m. Could also be a 2509p. The only difference THERE is a webcam built-in to the -p, and no camera on the -m, so likely more common without the camera. So, I am assuming a 2509m. In any case, either model has the same set of inputs.
There's a fairly wide range of color and image settings in the on-screen menu, and the OP needs to try some of those various settings, just to see if there is any change in the overscan on the display.
(I can suggest that a DVI-D input will fix that - but I might be proven wrong. OP will hopefully return with a "verdict" :cool: )

I just tried a different HP monitor with a range of inputs and similarly a few years old and found that the resolution choices within the system preferences are indeed different depending on the connection. I concur with DeltaMac that DVI-D is likely to give you a better range of options.
 
Yep. HDMI, VGA and DVI.

I’ll give you guys an update tonight.

The overscan menu on the monitor has been greyed out with HDMI.
 
Had this issue today, for the first time. MacBook Pro 2013 OS 10.15.7, with two external monitors connected, HP 1702 and HP 2465. Yesterday I'd put the computer to sleep, and upon waking today, the 2465 would not display at correct scaling. 1900x1200 wasn't even available. Only after manually quitting all open software and restarting did things return to normal. I think the "culprit" was the open source LibreOffice that I'd used yesterday and left running in the background.
 
To all especially @rh535 - I found the way to fix the issue and it is quite simple.

Go to HP Monitor Menu - Image Control > Custom Scaling... Here, you see fit to screen greyed out and only 'Overscan' be selectable. Here is where it is unclear!! Press 'OK' button while 'Overscan' is selected. You will see 3 options: Auto, On, Off (Auto may be selected by default). Move this to 'Off' and your screen would automatically adjust to the right size.

You can also use HDMI to DVI adapter but there is an issue. Amazon Prime started allowing HD videos only in HDMI-HDCP certified connections. You cable and monitor (and any adapters) must be HDCP-enabled. HDMI-DVI does not enable HDCP, therefore you monitor will not show HD video from Prime.
