Not sure what you mean by optimal performance. You have a lot of features disabled that will impact the functionality of your phone. That is a personal choice and not really about optimization.

Your pic showing the settings looks fine to me. You can keep location services off all the time if you want and set it to “ask” for each app each time it is used. In my opinion, setting the permission to “while using the app” it fine, although some apps have no business using your location to begin with.

I pretty much have all of those disabled except for Find My iPhone and Emergency Calls & SOS. Seems to work for me, but ultimately depends on what's being used and what might be needed for it.

I have everything disabled except for Find My iPhone and Compass Calibration. If you disable Compass Calibration you will not get accurate direction when using maps.
