Do I have to get agreeement before I used web information to my app?

    I want to use parse webpage contents to my app and show information for user, but I am not sure if I have to get agreement from data provider.

    Is there any rules for this?

    You need to read the terms and conditions on the website. There is no generic answer to this. In general they own the information and you have no right to resell it.

    If I use them for free app, is it no problems?

    Free or not, read their terms. You're saying your app won't generate ANY revenue?

    Quite possibly not. You are still redistributing their proprietary information.

    Most likely what you are doing is illegal. Read the website's Terms of Use. You could always contact them for clarification. They may even allow you to access their data or, in a best case scenario, provide you with an API.
