I’m hoping the answer here is yes....otherwise, how do they prevent theft??....please advise.

(And no, I am not advocating doing anything illegal/unethical).
 
The first thing they ask you to do is turn off "Find my iPhone". Obviously, you need your Apple ID and password in order to disable "Find my iPhone". So the answer to your question is yes.
 
I'd assume the account has to be backed by some other payment method, so if the item doesn't arrive, you get charged. It's not like it's an anonymous process.

Well cash converters rely on what the customers says as in "is the device activation locked?" and if they find is it, they won't accept it...

I can't imagine why there would be an 'exception' with Apple.

Somehow that seems less than sufficient, as with a device stolen/purchased when it was new might never never have had "Find My" activated.
