I bought a MBP in Taipei, Taiwan but didn't get Apple Care at the time of purchase. Now I do want to get it. I know if I buy it in the USA, it'll be cheaper. I'll get someone to bring it over here when they visit.

Can I do that? Purchase the computer in one place, buy my Apple Care from another, and then get it fixed it either country?

Nope. AppleCare is worldwide (where service centers are present) and is tied to your serial #.

You may want to look at Ebay, the ongoing prices for a reputable seller is about 235$ for a MBP.

Get them to email you the code...
