Currently in iOS 10, if you are in an app and swipe up to get the control center, you get that annoying little arrow and then have to re swipe to get the control center to actually show. Is this the same way dock works on iOS 11, or does the dock come up on the first swipe?

As of now it is one swipe on both iPad and iPhone. It’s just beta 1 though so might change

Depends on the app you're using. Some apps(like games) have a significantly fatter arrow(iPad) requiring a reswipe. Notification Center works similarly except there's no visible arrow. I expect that this will be ironed out in the coming betas.
Is the dock on iPhone also, or are you referring to control center there?

According to one of the sessions this week, the default behavior in iOS 11 is to not show the arrow and have the system edge gesture activate on the first swipe. On iOS 10 and earlier, whether or not the arrow appeared was based on whether or not the app hid the top status bar. On iOS 11, no arrow will appear unless the app specifically requests 'protecting' an area of the screen where a system gesture might occur.
