Yes, it is. But while it takes forever to launch an app on my iPad now, once it’s open, it seems to be okay. For me, anyway...

Apple won’t slow down them at this time. I am on iPhone6s, it’s time to slow it down.
I have a 6S that I use as a backup phone/iPod and it performs normally too. Maybe you have some type of corruption in your install.. A fresh install without restoring from a backup does wonders, you might want to give that a try

iOS 12 beta performs better than iOS 11.4.1. My friend has an iPhone 6 and it is indeed lagging. Seeing reports of improvements on the i6 with iOS 12 beta. My iPhone SE improved on iOS 12 beta as well. Feels like it’s brand new.

iPad Pro 10.5 performs the same (or improvements that I haven’t noticed). Never had issues with iOS 11. I do like the new UI though.

laggy everywhere
I think that you have some kind of problem related to something else, maybe indexing or an app doing something in the background. My install on iPhone X and iPad Pro 12.9 resulted in a very very smooth system. There’s no lagging on my system. On the contrary this is by far the smoothest version of iOS 11 I have seen.

Doesn't really seem like that's the case for many. So far it sounds more like some more or less typical things that a few experience here and there at times after updates.

no problem on my X or my iPad. Don't know what you run on your equipment but sometimes it takes a day of new IOS before things settle down and performance returns.

I think it broke WhatsApp Web for me on Safari my iPad. It worked a few days ago. Today I couldn't get the QR code to pop up. It worked on a iPhone but not iPad.
