From time to time, I am unable to connect to the Exchange server at my office through Entourage. I keep getting Error -3260.

What I've noticed is that this happens when Exchange web access goes down. Upon further research, I've found that Entourage and OWA (Outlook Web Access) both use the WebDAV protocol to connect to the server. Outlook 2007 does not.

Now the sketchy part is that I'm *really* not supposed to be using my Mac here, so calling IT poses a few risks.

Has anyone encountered this problem before? Anyone know of a workaround? I'm suspecting there isn't a workaround, as this is related to a WEBDav issue on the server side.

Yup, you're correct -- this is a server issue. There's nothing for you to do in Entourage about it. Since it effects both Entourage and Outlook Web Access, you might be able to ask the IT guys why OWA keeps on going down so much.
