2012 MBP with 1tb 950 SSD

After fresh install macos mojave 10.14.5 the light on my external seagate hdd flashes up then goes away about 30 seconds later comes back on then finally shows up in finder but the light starts flashing like a heartbeat.

Have reset the SMC and PRAM
 
Don't worry.

I've got several disks that have LED flashing when idle. Only time they go out or steady when ejected.

Also might be affected by power settings (ie. Power nap turned on, putting disks to sleep or not).

Works fine under a windows based laptop, power settings turned off.
 
I assume this is not NTFS disk? If it is NTFS, then how are you mounting it to OSX? Could be your ntfs utility needs upgrade to Mojave version? NTFS utility I have (NTFS for Mac) uses kernel extension to make NTSF disks writable and that needs to be compatible with kernel version. Or are you mounting it read only with OSX?

Anyway, in my experience (with OSX HFS+ disks) slow disk mounting may be sign some issues OSX has with the disk. I would run DiskUtility and check the disk - of the format is compatible with DiskUtility, of course. Windows may be more forgiving/better in handling whatever specific errors you may have on the disk.

Also, after upgrade OSX could be indexing the disk for Spotlight - assuming format supports it, which I do not know since you did not tell use that the disk format is.
