Family sharing - can't find app

Guys - as I understand, all purchases made by anybody within the family can be utilized by others. Somehow, I can't see an app that the organizer purchased in 2021. Within Purchase Sharing, Share Purchases with Family is turned on

Is there any Apple email/chat support available for this? It's an expensive app that I need to share and don't even mind transferring it to this one person in the family who needs it
