It's the new cable that came with the 11 Pro that has USB C to lightening
It's only 4 months old.
If it’s four months old, it isn’t new. It doesn’t take much to damage a cable, and cable quality is very important for fast charging. So the first advice apple or anyone else will give you is to try a new cable.
 
Fast charging is meant for 0-50%. Once it hits 50% it’s going to continue charging normally. Is that what’s happening here?

it charges first 50% in 30 mins, then slower until after 80% is charges pretty slow, probably nearly an hour to get last 20%. This to minimise heat
 
As others have stated, the latest versions of the phones/iOS intentionally slow charging on the tail end to extend battery life.
 
Also check for link, use a toothpick, at least once a month.

Unrelated to the lint, I think, I have so many lightening cables with a burnt/tarnished/worn contact (one single contact on one side)

It seems like the lightening cables just aren’t made as well as they used to be. Or they don’t hold up to the higher currents used these days.

Cleaning them with a pencil eraser / IPA helps some. As does flipping them over every other day.
