I have the verizon unlocked one but I heard that in order to get 3G speeds from t-mobile you must have a unlocked att iphone instead is this true?

No it does not. The only difference between the models offered by AT&T and Verizon are the LTE frequencies supported. The gsm radios should be identical.

so why dosent northern virginia (DC) offer 3G services all I get is EDGE

Its just that LTE will not work.

Once the Tmobile 3g/4g is working on the bands in your iphone 5 then you will be good to go.
