I have recently taken over as the editor of a charity's newsletter. We put our first issue together in Word but it was very laborious as stuff kept jumping around all over the place.

I'm therefore looking for an alternative programme - has to be free or very very cheap as the charity won't pay. I need to be able to paste Word documents in together with pdfs and jpegs so Pages is no good.

Any ideas please?
 
Try out OpenOffice.org 3.0

I'm not sure if vector graphics insert will actually work, be it straight PDF, after PDF->EPS, or PDF->SVG. Either directly to Writer, other passing by Draw first.
 
Try these:

PageStream, which is available for all major operating systems. ~$100, and only half that for the second or more copies ordered.

Ragtime 6, ~$125 for academic, non-profit. Very powerful high end page layout and word processor (and spreadsheet).

iCalamus, $129, $89 for student/academic

For short projects like newsletters, some have found this one excellent:
Intaglio, $89

Scribus, if you are into Open source and X11.
