Can I make full backup from iPhone 7 to restore to XR one with both devices with the same OSX ?
My experience says backup via iTunes doesn't restore all application e.g. apps which are downloaded from third-part store.
I ask if content app are keeping because in one of previous upgrade I lost app content too, as Whatsapp messages.
 
You should do an encrypted backup via iTunes to save password and health data. However, you do need iCloud backup just in case, whenever you are sign back in, it will automatically re-sync missing data. If you want all your apps to automatically re-downloaded, you will need to restore from iCloud backup.

What difference does It Exist among backup via iTunes (encrypted) and backup via iCloud?
I think that main change was the support where you save files: Mac or iCloud.
Why do you suggest encrypted backup with iTunes?

Encrypted backup keeps all your files and sensitive data such as health data and keychain data.
As of the difference:
If you use more than one account for App Store, iCloud backup is better because it merges everything, while iTunes backup don’t.
If you use one account for everything, then there should be no distinguishable difference between them.

No iOS backup includes the exact applications or operating system. An encrypted backup will include all your data, but not the apps themselves, which will be downloaded from the App Store.
 
Is there way to restore app automatically and its content ?
Once you restore from backup you will see all of your apps on your home screen in the same layout you had them. But they will be downloaded from the App Store automatically if they’re still available in the App Store.

All of your app data will be there.

They have to be downloaded since iTunes no longer has apps.
 
What do you mean under third-party store? About app content, it's up to app devs on what is included in apps' backup, so there's always a chance that some data won't be restored. Nothing to do about this except filling a bug report for devs.
