Not only that but it doesn't look good.
I think the only thing that could have made it more blatantly racist was if they had the rope around his neck when they marched him in.
these officers should be fired immediately.
Can't wait to see the same typical names come in here and claim nothing racist about leading a black man into town by rope while the "law" rides in on horses.

2019. Holy crap, they should have called for a squad car to come get him. I can’t say they were racist, but...
My understanding is that it's a possibility in some extreme circumstances (no car available, emergency detentions etc.), but yeah... this looks awfully bad.
According to this guy it’s(was anyway. It’s been rescinded after the uproar) a standard department procedure if there is no car available.
