    Is this a good change?

(edit) I hope this doesn't turn into a giant discussion about pro-choice vs. anti-choice, and the larger debate, but rather this particular change. (It would help if I changed my comment I guess... ;))

That is appalling, yet not surprising coming from the GOP.

Umm... I did not realize that abortion was ever paid for with federal funds. I have to admit I have a problem with the fed paying for abortions at all. Just my opinion.

Appalling how so? A 18 year old and a 16 year old that go to the same High School who have sex is considered rape. Is it really rape? No. Consensual sex. Is it morally wrong? Maybe but that isn't the issue.

Forcible rape is still on the table for federal funding which brings us to Lee's comment:

Exactly. Whatever ones stand is on abortion it should be paid for by private sectors.

Yeah- I have to say as a pro choice person, that this is really the way it should be. I can understand people having problems with federally funded abortions. I have a problem with that. So I guess I really can't disagree with this legislation.

Ummm...no it's not. 16 is age of consent, even in my state which is a very liberal state.

That's pretty obnoxious. Surprising for texas too, i would figure it would be like 14 over there.

I dunno, in cases of rape other than statutory rape the society should pay to clean up the issue, you cannot reasonably expect someone to carry to term the baby of someone who raped them.

With statutory rape, although its essentially consensual, its not good for modern societies to have people having kids at a very young age as it severely damages their life chances.

I don't see how a rape can be anything but forcible unless it's statutory. In that case, I think we need better laws on what statutory rape is/age of consent, etc.

I agree with this. I have no problem with federal funds being used on abortion, i just think their should be an age cutoff, except for cases of rape, incest, and mental disabilities that are detected at an early stage.

+1, it's ridiculous how many young men are considered sexual predators for having sex with someone 2 or 3 years younger than them. Its disgusting.

Yes because sex is the devil. :p

And in this case I'm guessing we are a backwoods 30 year olds and 14 year olds is alright as long as they are second cousins state.

Hmm...I don't know. I pretty much agree with the GOP on this. I think rape is definitely something we should take care of. But statutory, consensual rape I feel pretty grey on.

I'm not for federal funding for abortions, but come on, this change will prevent an 11 year old on medicaid from being able to abort her uncle's baby.

IMHO, I think the best solution is to have the person who raped the victim to pay for the abortion.

It would then be forced rape from what I can see.

That isn't always clear, or provable.
