Are your devices connected to the network?
If yes, is the connection stable?
If yes, you may want to try tethering each device to iTunes so it doesn't run out of juice (or, if you have a power adapter, connecting that to your devices), and letting them sit for a while - how long the download from iCloud process takes depends on the size of your iTunes library and your connection speed, but it will not be instant.

If that works, let us know.

I was dumb.

I was at work and couldn't figure out why nothing would show up on my devices but just got home and tried to fetch everything off my home network and its working now.

dumb on my part but thank you for the quick assistance.
