Have you tried re-syncing the phone? Sometimes removing a few apps and syncing them can solve this problem. (Choose apps that don't contain important app data.)

Uninstall the revolting application that created this terrible predicament you're in then respring your springboard (you can use WinterBoard to do that).

Then let us know how that works out.

Are you using installous? And have you just upgraded your JB to 4.1 or 4.2?

Just to let everyone know... last night i was trying to restore my iphone 4 with the crashing apps due to the swaptunes app from cydia... and I was unable to restore it kept giving errors... so I figured I would do it this morning.. I got off the computer wanted to use ping chat because I had no service but was on wifi... so i uninstalled pingchat and installed it again and bingo.. all the apps were up and running again... no restore necessary woohooo :D

    Case closed...
