One example that constantly reminds me of Siri being worse in IOS 13, is when the phone is in my pocket & the AirPods are in my ears & I ask Siri to call one of my contacts.... Siri responds with “you’ll need to unlock your iPhone first”.
^(edit...Siri performed this command for years, on IOS12 & prior).

Another is whilst my alarm is snoozed & I’ve gotten out of bed, & ask Siri to “cancel alarm” , Siri asks “which alarm do you want to cancel?” before proceeding to list ALL my alarms which I have on the phone (I have many). On IOS 12, Siri was smart enough to cancel the currently snoozed alarm....

Siri was already pretty ordinary, but she’s taken steps backwards in iOS 13...

Do you have any other examples?

Most of my problems are with Siri and asking for directions on Apple Maps. Having to unlock your iPhone to make a call seems like it's working as intended.

IMO Siri will always trail behind Google because Apple can't collect the data needed to make it better. Even something simple like having humans verify what Siri hears is a huge "gate" or scandal. Google can go into the African American community and trick people into giving them their facial information and it's like no big deal. There's a huge double standard. Until Apple can actually gather data and analyze it, Siri will just suck.
 
Having to unlock your iPhone to make a call seems like it's working as intended.

But I’m asking Siri to do it whilst connected to another iCloud device (my AirPod), which used to work for years prior. I’d always wear my AirPods at work, & with both hands busy, I’d just double tap an AirPod to invoke Siri & ask it to call one of my contacts.

I can’t see a reason to take this very convenient feature of IOS away.
 
I don't know about AirPods, but in my car Siri seems to work precisely as it did before. I just press the steering wheel button to trigger her, say "call John Smith", and she calls John Smith. I can see no change in iOS 13 in this respect.
Maybe it's more careful about security in the case of the AirPods than in the car. I mean, you might leave your AirPods on your desk while you're away, and a colleague could use them to make calls, whereas someone being in your unlocked car in your absence, with the engine running, would be very unlikely, so no extra security is needed there.

I double tap my AirPods and use siri to call all the time without unlocking my phone. iOS 13.1.3
 
I usually don't use Siri but yesterday was lazy and decided to use Siri to find out when is Black Friday. I wanted to set a reminder for myself as I want to check if there are some discounts.

I do not talk to Siri. I type to her so her not understanding me (not a native speaker) is not a problem. Nevertheless Siri had no idea when is Black Friday.

As I was still lazy I asked Google using my Android phone (this time talking and yes my English pronunciation is a not a good one). Google had no issues to tell me this.

Honestly searching for Black Friday seems an easy task IMO. Siri even had it easier with me typing and still could not get it right.

At least she understood on how to call me and who my mother was (again with typing).
 
I use Siri all the time from CarPlay, AirPods, Watch and straight from the Phone with very few issues. The only issues I have is when I'm using CarPlay and the windows are down. I have to raise my voice but Siri is still pretty accurate.

And I just asked "When is Black Friday" and she responded "Black Friday is on Friday, November 29, 2019" on both the Apple Watch S3 and iPhone X.

Could be a regional thing.

One thing I don't like about Siri is that it's so completely dependent on an internet connection, even for tasks that could be done locally. For instance, I ask her to call my wife, and she says: "sorry, I'm having trouble with the internet connection; please try again later". You don't need internet to dial a number from the contacts list, do you?

I see your point. What I think happens (but I might be wrong) is that Siri itself is not locally installed on your iPhone. Or it is not the full version. Meaning for Siri to work your needs to connect to some remote server and this is why you need Internet. So I am not saying that in general Siri needs internet to find the contact you need, it is more like the Siri component architecture is done in a way where there is remote part that your phone needs to connect to.

My understanding might be wrong though.
 
I know that in Siri's earliest incarnations the voice recognition used to happen entirely remotely. That would of course require an active internet connection. However, I seem to remember reading somewhere that the newest versions should be able to recognize some commands and to process them locally. I would expect making a call to a contact to fall into this category, but apparently it doesn't.
