You can if the phone is jailbroken. There are tweaks for that.

I am assuming OP's iPhone is not jailbroken, but assumptions can bite you.
I’ve never jailbroke an iPhone but, I’ve left my 6S(backup phone) on 12.1.1 to try the rumored jailbreak that’s supposed to drop.. I’d like to see what benefits or drawbacks are involved in the jailbreak experience..

Right now, the 12.x jailbreak is a developer jailbreak. I'd wait until they actually release a public version. Developer jailbreaks don't generally install Cydia (the app store for tweaks/apps) and they can be quite buggy.

Additionally, any new jailbreak tends to break things so older tweaks and apps don't work. It takes time for devs to catch up, find devices running newer firmware and test their tweaks so they can update and release them.

That's what's going on with devs right now with the developer jailbreak. So, by the time there is a public release most of that work will probably be done.

All of that said, the current state of jailbreak may not appeal to you - or it might, depending on your outlook. I'm old school so the current situation doesn't please me at all. But there's been a whole lot of people who came to jailbreaking after iOS 9.1 and for them it's always been this way. I guess if you don't know anything different it doesn't bother you (as much).

In any case, that's one of the reasons I've stayed on iOS 9. There's still value in jailbreaking though so hopefully you'll find something that captures your interest.
