How do I get the Windows license refund from HP?

I just bought a new HP desktop computer from the HP website.

I will be installing Ubuntu with the Live CD that I have. I really don't have a need for Windows at this point. Yes not even a dual boot option. I have read stories of a few people getting the Windows license refund from Dell but nothing from HP. I am not sure on what to ship back. Since my friend also bought a HP desktop computer came to his house without a CD. He needed Windows due to his working from home but I don't.

I do know you can't turn on the computer. But without the CD in this case a recovery CD not sure what I need to return to HP in order to receive the refund.

What I would like to do with the refund if I am able to get it is to donate it to some charity. Not sure which one though. So many good ones to choose from.

I hate to say this but I don't think you can. I think the best that you could have done is ask for no operating system when you bought it.

I have the feeling its too late. I may be wrong.
