My 32gb mini retina has 25.7gb used and 1.7gb free. It's only 2 months old so it's not cluttered with a year worth of other stuff. Does 4.6gb of other sound normal?
    Thanks

    'Other' is space used by:

    Browser cache
    Mail cache
    Mail messages
    Mail attachments
    Safari's Reading List
    iTunes Backups
    Game data
    Saved data files
    Call history
    Notes
    Media
    Voice memos

The amount can vary greatly - 4.6GB doesn't really sound unusual. If it becomes a problem, backup your device in iTunes, then restore it. That will delete many caches and old files.

This is one reason why I opt for at least a 32GB device over a 16GB. The OS, apps and Other storage eat up my space, that its not really feasible to go with 16GB.

I wished apple would provide a more detailed report of the other category.

Another thing is apps like Spotify. All of my offline music is in Spotify so shows up in the other category. Same if you have offline movies in things like Vudu or whatever.

Settings.app > General > Usage > shows a in ascending order of size for storage usage App + Other.

Click on each app to see break down of App vs. Other

    e.g.
    Dropbox 538 MB
(App: 37.5 MB, Other: 500 MB)

    Facebook 215 MB
    (App: 101MB, Other: 113 MB)

    OneNote 211 MB
    (App: 176, Other: 35.4 MB)

    etc. etc.

    Full breakdown.

I was just thinking this. To be labeled "other" I'd expect an insignificant amount of space be used. Not over 10% in the OP's case.
