I want to move about 100+ photos from my mac to iCloud photo so I can see them on my phone and iPod.

I tried to sync to the iPhone, but if I turn iCloud Photos back on, everything I sync'd was deleted.

    Any suggestions?

Wait for the Photos app for Yosemite, as been said many, many, many times before. You're going to have to stick with photos you take on your iPhone until then.

Save the pics in Dropbox, then manually save every single one to the camera roll on your iPhone.
Then they'll be uploaded to iCloud Photo Library.

I put my photos in OneDrive and then use an app called Photo Sync to download them onto my iPad.
