Yesterday I installed macos 12.0 beta, today I want to reinstall bigsur, but I found that the system's recovery partition version has also been upgraded to 12.0.
so I can only make a USB boot disk to install bigsur.
I want to know is there anyway to make The version of the recovery partition downgraded to the bigsur version.
I have tried to erase the disk, but it didn't seem to work. Only Macintosh HD can be erased.

You do need DFU mode for a complete downgrade. But with a bootable installer you can erase the Monterey macOS volumes and reinstall BS. Mr. Macintosh (via YouTube somewhere) says that BS runs fine with the Monterey recovery partitions.
