From a backup.

If you don't have a backup, you'll need some data recovery software, but that's not guaranteed to work 100% if your operating system was reinstalled.

If you've done a system restore, i.e., reformatting the drive and installing the OS, as opposed to archive and install. Then I'd say you're pretty much sunk, and if you don't have a backup you are definitely SOL
