Followed your instructions to a "T" and still a no-go. (I know many listeners respring when you must re-boot.)

Siri will open and acts like it's listening and going to respond and then nothing.
In fact, sometimes the screen quickly goes black.

Nothing here either.
Its useless.
Each key generated is only valid for 10 devices before it will be blacklisted by Apple..imagine if it is given for free. Million of idevices will come in. So at this time it is not possible for free siri proxy to work.
The only way to do this is either by making it paid services or setup your own proxy with keys from a 4S that you own.
