It's part of iCloud. Do you have an iCloud account set up on your phone?

Go to www.icloud.com to track your phone and also any Macs that have iCloud on them.

You can also get the 'Find my Phone' app if you have a 2nd iOS device.

Give it a try next time it's on a different wifi network. Perhaps, for whatever reason, your network's location isn't known.

Your phone has multiple ways of knowing its location. If your iPad is a wifi only model then it only has that one way.

It happens from time to time on Wifi devices. For example, my iPod Touch can never be found under it is actually turned on and used for a bit. Ironically, the iPad is always the first to be found and then the iPhone.

I don't want all their apps and contacts coming to my phone.

We all share an apple ID

The app is easily defeated and most do not use it to begin with.
