Hybrid mode (not dark mode or light mode)

Anyone know if its possible to have a dark dock and menu bar (similar to the High sierra "dark menu bar and dock" for Mojave ? Without all the windows going dark.

The light mode is too light and the dark is too dark

Dark Chrome with macOS Light Mode would need to be a Chrome theme. You can have that now.
