I'm a new Mac use and I kept trying to change font color on Mac mail macOS Monterey and its not working at all no matter how many time I choose different color once I press reply it still black
I don't think you can change the default color of text in Mail. You can only change the colors of quoted text, or you can individually customize the font color when you compose an email.
If you hit select where it says Message font then on the top left there is a hamburger menu that lets you select a color for that font but it doesn't change anything. I can't tell it it's different on Catalina because I only have one Mac now.
Maybe a bug or maybe something Apple didn't finish? Mail and most of the built in Apple apps don't really get much attention from Apple. I think they purposely make them inferior because they don't want app devs upset that they are competition.
There is an alternate way round it, create an email signature with your chosen text color. It doesn’t need to be a signature, it could just be one word and then whenever you create a new email your text color is already in the message.

You need to show the "format bar". After selecting a color for the selected text you will be asked to convert the email to rich text. Afterwards the selected text should change the color.
