Can't Find or Access the Marketplace Forum?

Before you can access the Marketplace forum, you need a minimum post count of 250, as displayed in your User Profile, and you must have been a MacRumors member for at least 180 days (about 6 months). Posts in certain forums (e.g., the "Politics, Religion, Social Issues" and "Console Games" forums) do not count toward this total. Marketplace posts do not count toward your total post count either. Details are in the Forum Rules. If you start a "for sale" thread or make other Marketplace-type posts in another forum to avoid the minimum requirements, your thread/posts will be deleted.
The requirements for post count and length of membership are designed to limit those offering sales, purchases, or trades to members who have been around the forums enough to become known and have an investment in their MacRumors membership that they are unlikely to want to risk. Although new members or members with fewer posts may be perfectly responsible buyers or sellers, other members have few ways to confirm that at MacRumors. The lack of a post history in the discussion forums has proven to be a detriment to dealmaking. The requirement for length of membership will not be an issue for most members, but discourages rapid posting by new members who might try to build their post count to gain Marketplace access quickly.

Cos I have been advised it is the next best to 08':)

What Mac have you got that can run 06 but not 08 ??

Yes, iLife 08 requires Tiger. You can't run it on Panther.

Honestly, you're going to have to bump up the RAM in that powerbook if you want to use it....I would say at least 1GB if possible...

1 GHz = 1000 MHz (your CPU speed). The other speed refers to the RAM speed... The requirement for software will always be referencing the speed of the CPU and not any other (RAM, bus, etc) clock speed.

Assuming the specs you listed are the specifications for your computer, it would have a 1000 MHz processor, which is the same thing as a 1 GHz processor.

However, as stated above, there are other things preventing you from using iLife 08....

Just buy iLife 06 on eBay and be done with it.
