oh wait, samsung probably patented that cause multi tasking is so innovative.

You'd have to implement the idea yourself and show how it'd be viable, as opposed to lame. For example, a jb developer who did a notifications app was hired by apple to work on their notifications.

Sorry, you're going to have to be a little more pro-active than that.
