If I backup to iCloud then wipe my iPad Pro can I restore that to a newer model iPad? (iPad 11" gen 3 to iPad 11" gen 4)

(normally I have a new iPad before I sell the old one but this time I need to sell then buy)
 
Sure you can, you can also back it up on any computer before selling, just for an extra layer of backup. If you do an encrypted backup via iTunes/Finder, it will also keep your passwords and Health data.

Just make sure that the new iPad is running the latest official iPadOS version before restoring it from your backup.

I get a new iPad every year and have never used Backup.

I just sign into the new iPad with my AppleID. All my pictures, documents, ect just show up. The only thing I have to do is download apps. Fortunately, my devices are very app anemic, so just a couple of minutes work. ( several are custom PWAs that do not need backups to sync data to new device ).

Finally, I sign out of the old iPad and restore it.
 
I just got a new IPP 12.9” to replace my 9.7”, and if you have both devices turned on and next to each other it will ask if you want to use QuickStart (or something similar), and it will take care of the whole process for you. You will have to enter your Apple ID, but it will even download all your apps and set up everything , including Apple Pay, etc.

It took a while to d/l all my apps, but now the new one is identical to the old one but bigger and better😄

edit: sorry, didn’t register the “sell then buy” part 🤢, but it will still set it up via backup.
