Illustrator CS4 keyboard shortcuts not working

In photoshop, you can press space and drag the artboard around. In Illustrator, space does nothing.

Making a circle with cmd and option makes a proportional circle in photoshop, but doesn't make on in illustrator. In fact you can't do any keyboard shortcuts in illustrator.

I am using Snow Leopard, does anyone know a solution to this problem? Thanks.
