For last few weeks, my iMac continues to wake from sleep every few minutes and I can't get rid of it.

Tried unplugging mac for 15m, then replugging it.
Tried making sure power nap was off.
Turned off all "lock screen" notifications and most all other notifications
(it will turn on even during Do Not Disturb" times.

Also tried making sure there were not any startup items on login
making the mac Sleep for network activity....
Any ideas?

Disconnect everything from it mouse/keyboard turn off Bluetooth. No externals just have iMac on power cord in and that’s it.

disable wifi and unplug Ethernet
 
My iMac wakes up randomly if "Wake on network access" is enabled in the Energy Saver settings. I read somewhere that it wakes up briefly to announce itself to other Bonjour-supporting devices on the network. You can disable the setting if you never use the feature to wake it up from other devices or remotely. This solves it for me.

Another thing to check is the battery level on your mouse and keyboard. I have had similar issues if my bluetooth mouse has been very low on battery.
