Since iOS 17 introduced Live Voicemail, Apple has removed the "Remind me" feature on the incoming call screen in iOS. Previously there was another button next to Message, which has been replaced with the Voicemail button. Meanwhile iPadOS still features the old UI (Contact Posters are still not a thing there either more than a year later...) with both buttons.
It's like nobody even tests this any more. I would guess the Remind Me button reappears when you disable Live Voicemail, but I did not have a look at that yet.
