Installing 3rd party apps

I recently performed a "jailbreak" on my iPhone. I have an American iPhone but am in France using a WIFI connection. The program that I used is ZiPhone. When I tried to install apps (mobilechat and offline maps) it wouldn't let me do it. Is this because I'm not in my home country while performing the jailbreak. If this is not the case I was wondering if anyone can help me. Thanks
