Does anyone know if this exists? I upgraded to PB3 yesterday and battery is kinda wonky so I wanted to a DFU restore.

IPSWs are not available for PB. You need the DP.
2 questions for you:
1. Is DP 4 build the same as PB3 or older?
2. Is there a difference between the dev beta profile and public beta profile as far as installing the Dev beta vs Public beta?
I have not checked the build number for DP4 vs PB3, but I would be shocked if they are different. They have always been the same.
There really is no difference except DP gets the update before PB.

Yes. Only if you want to set up the device as new. You can also update it with the ipsw.I'm planning on the following steps, correct if any may be wrong:
- Go into DFU mode
- Restore Dev Beta 4
- Install dev beta profile (in order to get OTA updates moving forward)

I typically only do it when X.0 finals come around every Fall. But you are right, it definitely may prevent strange bugs with the betas.That's the plan. Every now and then I setup as new reinstall all apps and reconfigure everything. Sounds like a pain but weird issues go away doing that.

One thing I'm not clear on. What is the purpose of the Beta profile you install? Is it just so OTA updates will appear on your device? Also, what happened to having the UDID on your device registered. Did Apple stop requiring that?
No, there are several for each beta release, based on device type.Its only the one ipsw for the latest build of iOS11
