All Devices IOS 13 supports El Capitan for syncing itunes music?

So now that the public beta is out, can anyone using El Capitan confirm whether or not you are able to sync your itunes music (owned) with your ios 13 device? In other words does El Capitan allow syncing with ios 13?

Not sure about El Capitan but I'm on Catalina (iMac 5k late 2014) and iOS 13 beta 2 (XS Max) and I am not able to sync music to my device no matter what or which way I try: through Music app, Finder app, wifi sync or drag and drop.

Not had a problem syncing via the Finder on a Catalina MBP to a XS Max on Beta 2.
