Will IOS 14 on 7th gen iPod Touch sync with iMac running Mojave to download iTunes library to iPod Touch from the iMac?

If you're either using iTunes Match or subscribe to Apple Music with iCloud music library than yes, it will. I have a playlist called "My Music Library" and I tell my iOS devices to download it. If you're not using either service you can attach your iPod to your Mac via USB to sync it.

Thanks for the answer. I'm concerned about whether IOS 14 would have a problem syncing with a Mojave OS. I have refrained upgrading to Catalina because of extensive forum posts on problems with iTunes artwork and files (and photo files). I have something north of 140 GB of iTunes tracks accumulated over 30 years and refuse to contemplaint Apples QC situation messing up my iTunes files.
I use several 256 GB Touches to Bluetooth to my Alexa devices, sound suppressing earphones and my hearing aids, also for members of my family doing the same. Don't need Apple Music with Alexa speakers all over my house and families homes. The Amazon music comes free with the excellent Alexa family.
My old iMacs won't support Big Sur, so I'm comfortably stuck with Mojave. As long as I can continue syncing my Touches with IOS 14, no problem, otherwise I'll have to freeze the Touches on IOS 13.
Been an Apple user since the Apple II and fed up with regressive and unstable "upgrades".

I share your concern, but given that Apple still built in support for syncing the original iPod from 2000, I don’t think you have anything to worry about short term.

And I have two 160 GB Classics still working. Too bad they gave up on the click wheel.
