iOS 15.4 device management policy problem and question

I updated iPhone 13 Pro Max to 15.4 two days ago. Today, I got a message to update Google Drive’s device management policy. No problem.

So, I download the profile and install it. However, it won’t stick, such that no matter how many times I install it, then does not show up in Settings-General-VPN and Device Management.

I’ve tried multiple times and also restarted the device. Thoughts?

@Allograft Is this policy profile provided by your organization's IT department? Is it dependent on the Google Apps Device Policy app that was recently deprecated to my knowledge?
