iPod touch iOS 3 and prior for free as well?

Just out of curiosity, since iOS 4 will be free when it is released on June 24, does that mean that all previous versions of iPhone OS will be free to iPod touch users?

We've got a 1st gen iPod touch bumming around that I'd like to upgrade to iPhone OS 3 for free if possible since iOS4 is not an option.

I think the cost is lowered even further from the original $9/4 when upgrading after there is another released
