Same question. I deleted the app completely but it didnt help, because that gesture location now just doesnt work! I mean you can't swipe up from the right bottom corner lol. absolutely idiotic...
 
I can't check an iPad on iOS 15 right now as I sold mine and am waiting for the new mini to arrive, but it might still be this setting? Where you can turn off Notes on the lock screen altogether. (Although I don't remember why there would be any other reason to swipe from corners rather than the centre of the screen)

I found the setting! It’s in Settings under the heading Apple Pencil, where you can change what each lower corner swipe does.

I see. Then I guess you'll just have to swipe more centrally than at the sides to avoid triggering the notes gesture.

I found the same - I could only get rid of the Quick Note swipe "arrow" by connecting an Apple Pencil and turning off the right corner swipe. I was getting a pencil anyway, so that was helpful, but if I wasn't planning on it, it seems to be an expensive path to take just to turn off a function that's annoying, especially since it acts as a undesirable popup while I am using another app.

Before getting my new pencil, I did find a way to move the swipe arrow or area - I held my finger on the arrow and dragged it up or down the right side. I also found I could move it to the left side of my iPad mini - just drag it over to the left side. I found I could swipe right or left without the Quick Note popup as long as I swiped above or below the arrow.

That was an improvement, short of removing it altogether. Others likely have already discovered this.
