iPhone 4: To Buy or Not to Buy?

Atm, I don't have a phone and I cannot get a phone until mid-August due to my mobile contract with my previous phone that was stolen. The question is that should I get the iPhone 4 when mid-August rolls around? I've heard the iPhone 5 is coming out soon but I also heard that the date for it being released is being pushed back to October.
