iPhone 6/6 Plus Pre-order for AT&T without Contract

I saw apple website showing T-Mobile no contract option.
Is it possible to get this phone and activate on ATT instead?

I would also like to know if the tmobile version is unlocked. I tried live chatting apple but got either no response or mixed answers, some saying it's unlocked, some saying it's locked.
