Help! How do I turn this off?

I have an iPhone 6 plus and my wife has a iPhone 6. When we are on the same wifi and her phone gets a phone call I also get the same call ringing on my phone at the same time. Just like simultaneous ring on Google Voice. It does not happen the other way around. I assume this is the continuity feature with iOS 8 but I cannot find a way to shut it off.

Only happens when on same wifi.
Hand off is turned off.
iCloud is off
Family Share is not set up.
iMessage is off.
Voice and Data enabled

Settings -> FaceTime and turn off iPhone Cellular Calls :)

Yeah, I was at a makerspace and a guy there that does a lot of programming was complaining because when is number rings all 8 of his devices would ring and drive him crazy. We couldn't find the setting either. You would think it would be under the handoff menu.
