I tried an iPad and it was surprisingly loud, so why Apple won't use the same speaker for the iPhone?
 
Because the iPad speakers are roughly the size of an American 25 cent piece. The iPhone does not have room for this sized speaker, let alone two of them.
 
i know the 4S is much louder than any other iPhone prior to it. Not quite as loud as an iPad, but that is understandable. A bit like asking why my TV speakers can't be as loud as a 4' free standing loudspeaker. ;)
 
I found my iPhone 4S louder then my iPad 2 speaker for some reason is funny since the iPad speaker is so much bigger then my iPhone
