iPhone X iPhone X volume issue?

I've had this problem since I bought the phone. Text tones are loud- like, annoyingly loud, even on the lowest volume setting. I've tried all the tones they offer. When my phone actually rings for a call, however, it's so quiet that I can't even hear it unless I turn it up at least a quarter of the way through. How can I fix this, as both the ringer and text tones operate under the same volume setting? Thanks.
