Is there a way to use the "Find" feature (command + F) in the iPod Touch Safari to find specific text?

There is no such thing built into Mobile Safari. But there are some bookmarklets that do this. I don't remember what any of them are called. But they do exist.

By default, there is no way to do this. There are several options available if you jailbreak though.
