I do want to use activity tracker but I have no data. Is location services still useful?

The gps doesn't need a data connection to save basic location information, but Apple uses the data connection to retrieve mapping info. If you have wifi sometimes then it will use that instead for map info retrieval.
It also can use cell tower and wifi to help in position determination, but I'm not clear if that is all local or it uses some network lookup over a data connection to assist.
My first three iPads were all cellular versions that included the GPS but I never had cellular service.
Wherever I had WiFi I had full GPS capabilities including mapping.
If there was no WiFi I still had GPS service but no mapping (unless the maps were pre-loaded).
I had an Android tablet that worked the same way.
Not sure if that's how things still are today but I don't see why they'd change it.
